I’m sure you must have heard the terms social welfare before. This time I need to clarify the meaning of social welfare. Generally, social welfare is about how people, communities and institutions in a society take action to provide certain minimum standards and certain opportunities. It is generally about helping people facing contingencies. Social welfare can also be considered to be the well-being of the community as a whole, or for specific groups such as the poor, elderly, and disabled people. But according to The Free Dictionary, it is a governmental provision of economic assistance to persons in need. It can be concluded here that social welfare is all about helping people maintain their life. A social welfare provision refers to any program which seeks to provide a guaranteed minimum level of income, service or other support for the population of a country as a whole, or for specific groups such as the poor, elderly, and disabled people. Social welfare programs are undertaken by governments and by non-governmental organizations (NGOs). Examples of social welfare services are social insurance programs, pension, financial aid, pension, low-cost nursing and medical care, tax relief and free education.

Malaysia is unique with the diversity of our peoples. Hence, it is our responsibility to protect our nation. The concept of 1 Malaysia was introduced by our Prime Minister, YAB Dato Sri Mohd Najib Tun Abdul Razak, in accordance with atmosphere and people's taste. This concept is parallel to what was written in Federal Constitution and the country’s National Principles (Rukun Negara). There are 8 values which was moulded in the concept of ‘1 Malaysia'. These good values are hoped to unite Malaysians with mind and actions that converge to one objective that is to the country. These eight that values are:

1) cultures of excellence

2) Perseverance

3) Humulity

4) Acceptance

5) Loyalty

6) Meritocracy

7) Education

8) Integrity

Apart from values, 1Malaysia also underlined a few core of unity namely acceptance, nationhood principles and social justice. With social justice as core of unity, it obviously shows that government also emphasizes social welfare of Malaysians.

All Malaysians will be protected and no other party will be put aside. This justice must take into account the standard of races in distinct stages. Therefore, government policies and Constitution provisions which give defense to the needy group will still be implemented.
